Why?
Because people are terrible at managing money, especially trying to make it last.
So it's either endorse this option, or have many more people living on Social Security (and increased costs to the government) or have a bunch of homeless people. Neither outcome is good.
This has been discussed for a while in academic circles, and the government finally put in rules a few months ago to make this happen.
